Target Membership: Faith Based Groups, Hotel/Motel Operators, School District Managers, Emergency Response Groups, Business Operators, Local Clubs and Organizations, and Concerned Citizens. There are no fees or dues for membership. Meetings are held monthly at the Homewood Suites on loop 494 just north of Kingwood Drive. The Group has been meeting since December 2005.

The group presently has committees working on membership, locating and supporting possible shelter sites, and operating a communications and resource management system.
Public education materials are also maintained to provide information on shelter operations, public disaster preparedness, and assistance and recovery agencies
